Are Humans that are not evil simply exceptions that reinforce the rule that Humans are evil?

If humans are evil is a rule, there can be no exceptions. The real question is whether people are inherently evil or good, and what causes the opposite to happen in some people. This train of thought will always lead to the conclusion that there is no good or evil.
