Public (Parlimentary) Debate question?

Ok, so at a Speech and Debate tournament, my partner and I received oral critique after debating a team for Public (Parli) debate. She said she gave us the loss for not having a plan (since we debated the affirmative side). Do you need a plan in Public debate, since my partner said we didn't need one??
